On 30th November, 1994 I took an Appeal to the Northumbria Police Authority (Gateshead Civic Centre) because of my deep concerns that Fine Default Warrants issued by our Courts were not getting collected/executed (£millions of lost revenue allowing felons to get-away scot-free with their fines….and their crimes) but apparently the 7 Police Authority panel members (Messrs. Napier – Hall – Oliver – Rippeth – Dale - Teasdale and Haynes) were unimpressed/unmoved by my public-spirited, whistle-blowing act they did not bother to record Minutes of this Appeal…….or were they too embarrassed to record Minutes of this extremely ‘sensitive’ matter.    What are these members doing on the Northumbria Police Authority when they are not interested in crime and the penalties imposed by our Courts?         Because I constantly requested copies of Minutes I was somehow awarded a "Final Written Warning" by Gateshead Police Commander Supt. David Warcup (known as "cock-up") who did not have the decency to acknowledge receipt of my written response.    As a civilian Warrants Officer (Scotswood/West End areas of Newcastle) for 14½ yrs. I was deeply concerned that Fines were not getting collected, and I felt it my duty to voice my concerns.    Needless to say I was rather shocked to find those N.P. Authority members, highly-paid by local tax-payers to uphold law and order, did not care a "toss".    Although I was eventually dismissed I will never ever regret my actions or forthright manner in dealing with those selfish parasites.

Just minutes before the Appeal hearing began I spoke to Clerk Gary Haynes who assured me it was his specific job to record minutes of the Appeal and that I would get a copy two weeks or so later after the committee had signed and approved them……this may have been the true intention of Gary Haynes but clearly he was overruled so perhaps he was the least guilty among this crowd of buffoons.         Later Haynes was given an opportunity to redeem himself but cowardice or fear prevented him answering a Tribunal Court subpoena in March, 1996.

I must name Gateshead Councillor (Labour) David Napier the most cowardly and spineless parasite ever known, completely void of any conscience, willing to lie and cheat to keep his lucrative job as Councillor at Gateshead.     When I made a further Appeal (against unfair dismissal) to the Northumbria Police Authority on 20th October, 1995 the ‘popular’ David Napier had been elected to chair this hearing, but although I made objections he refused to stand down, and he proceeded to deny my Appeal of 30th November, 1994 involved the non-collection of fines issue, and I have a statement from my Solicitor to prove Mr. Napier lied to pervert the course of justice.       Why did Napier make a false statement – he must have been assured the Minutes of the 30th November Appeal would never ever surface – but I still do have a copy of my original multi-page written Appeal to the N.P.A. to prove my point.      What chance of justice when Northumbria Police Authority "rigged" this 7 member panel with 4 who were deeply involved in my Appeal of 30th November?      Who could safely trust any member of our Northumbria Police or their governing body?
